Colombo Port City Visa
The following outlines the Visa Category details and the procedure for foreign nationals to obtain visas under the Colombo Port City framework.
Visa Category Details
Investor Visa
Tenor: Ten (10) years
Fee: USD 200 per Annum
Qualification Criteria: The minimum investment in the Colombo Port City shall be a sum of USD 100,000 for 05 years or a sum of USD 200,000 for 10 years.
Additional Benefits:
- Visa may be obtained for the spouse and dependents.
- The spouse is permitted to work only in the Colombo Port City.
Obtaining a Visa
Authorised Person Registration with the Department of Immigration and Emigration of Sri Lanka
To facilitate visa acquisition under Colombo Port City regulations, Authorised Persons must first register with the Department of Immigration and Emigration of Sri Lanka.
- Required Documentation for the Registration:
- Articles of Association
- Certificate of Incorporation
- Authorised Person License
- Offshore Registration Certificate
- Director Information (Form 20 / Form 1): Document reflecting current director details
- Letter of Request from the Colombo Port City Economic Commission for Authorised Person registration with the Department of Immigration and Emigration
Visa Request
Applicants are required to submit a request for a Landing Endorsement to obtain Colombo Port City Visas (Investor, Business, Employee, or Residential Property Lessee – Foreign Nationals only). The application and supporting documents should be submitted to applications@portcity.gov.lk for review.
- Visa Request Application Requirements:
- Request to the Colombo Port City Economic Commission for the issuance of a Landing Endorsement.
- Request by completed Application Form for the Grant of Landing Endorsement, accompanied by all necessary supporting documentation.
Recommendation by the Colombo Port City Economic Commission
The Colombo Port City Economic Commission recommends the issuance of Landing Endorsement, to Department of Immigration and Emigration of Sri Lanka.
Department of Immigration and Emigration Review
The Department of Immigration and Emigration of Sri Lanka reviews and approves or rejects the Landing Endorsement.
Payment Procedure
If the Department of Immigration and Emigration of Sri Lanka has approved the Landing Endorsement, an email is sent to the provided email address (in the Request for the Grant of Landing Endorsement Form), to make the payment.
Issuance of Landing Endorsement
Upon receipt of the payment, the Landing Endorsement will be issued directly to the applicant by the Department of Immigration and Emigration of Sri Lanka.
Important Notes
- Authorised Person Definition: An Authorised Person is defined as per the Colombo Port City Economic Commission Act No. 11 of 2021.
- Fees: Applicable fees are payable as per the regulations of the Department of Immigration and Emigration (View at documents.gov.lk) and/or the Colombo Port City Economic Commission, currently USD 200 per annum.
- Arrival and Resident Visa: Applicants may enter Sri Lanka using the issued Landing Endorsement and must obtain the resident visa within 30 days of arrival.
- Police Clearance: Applicants must submit a police clearance report from their country of last residence or their home country, as per their passport.
- Health Requirements: A healthcare plan from a recognized private hospital in Sri Lanka, along with a report confirming negative screenings for Tuberculosis, Malaria, AIDS, and Filariasis, must be submitted with the visa application. The healthcare plan should include coverage for emergency care, primary outpatient care, and treatment for conditions identified during the health assessment.
- Spouse and Dependent Visas: To apply for a Colombo Port City Resident Visa for a spouse and dependents, certified copies of the marriage certificate and children’s birth certificates are required. If these documents are in a language other than English, they must be translated into English and certified by the appropriate authority.
